I don't think you can tell which one is which. The top one is the one you added first and the bottom one is the mod added later.

I usually go Insight bah bah of Fortitude/enchantment.

I get +5energy on top and +hp/+% on bottom or +hp/+% on top and +5energy on bottom, depending on which I add first.

you cant tell unless you mod it yourself. -.- write anet an angry letter.

Mod orders with weapons are always inconsistent.

Isn't it Hale = head and Fortitude = Wrapping?

Yes, however the OP wants to know if the +25 is Hale or Fortitude.

Yes but for some reason when you add a mod it doesn't always seem to stay in the order that they are on the staff (pre then post). So you would think the first +28 would be Hale, but there isn't any way to tell.

OP ~ The thing to think about is that neither of these mods cost a bunch of cash so if you upgrade the staff and it removes the higher mod you can easily get a second mod for cheap. I like Zelira's comment about insightful/enchantment. I usually add those or sometimes a of shelter/warding for specific builds or areas.

what you could do to check would be to get a staff head of some sort (you must have some crappy one lying around somewhere) and to double click on that mod and click on the staff, and it will warn you with the "you are about to replace blah blah, with [new staff head]. and it gives you a yes or no box. so then you could find out which one the staff head is by reading what you would replace with the new staff head.
sorry if that was a bit confusing, hopefully you understood what i meant.

Thats a good idea to "Test mod" before you truly mod....but Hale and Fortitude are both health. Does the warning specify the +health of the mod?

I have this problem too. I wanted to make a +60 health staff. It currently has a +30 and a +28 on it, both of which I put on, but I forgot which is which. Now I am wary of putting my +30 staff head on it in case it already has one, it would be a waste.

+30 head is much cheaper than +30 wrapping (due to Insightful being much more popular), so you stand to lose less (money wise) by gambling with the head than the wrapping.
